Engine Block Bolts for heat Exchanger

Hello forum. I have attached a pic of the front of my engine block. There are 3 bolts that are attached to the block. The block has threaded holes. The bolts are for the front heat exchanger. They are pretty corroded. I REALLY need to remove them, clean (or even re-tap) the threaded holes. But....I am afraid that when I start messing with them they'll break. Any pointers, ideas, thoughts would be great...Thanks
