Water fuel Separator filter replacement (help)

When replacing a water fuel separator filter canister. Its been so long since I did it. I know to clean the surface of the mount and put a light coat of oil on the rubber gasket.
But I can?t remember if you fill the canister with gas or not someone refresh my old memory

Does'nt hurt, but you dont have to, just makes your forearms a little less sore.
