Mercury 125 ELPTO oil leaking from reservoir vent

On the oil reservoir, there's a "vent?" hole up top that seems to leak oil. I'm guessing the oil is splashing out when I'm hitting turbulence? It's splashing out and running down the inside of the motor cover. Whenever I put the boat in the water, a colorful oily sheen expands from my motor sometimes getting odd looks/comments from other people. Is there suppose to be a screw or something in this vent hole?

I have pretty much the same engine, and yes vent hole has a plastic plug, also try not to fill the tank all the way to the top, as the o ring on the cap leak also when engine is trimmed all the way up. What i did was draw a line on the tank to where i can fill the maximum amount of oil without leaking it when i trim my engine up.
