Default 1994 Mercury 40 HP starter problem
My starter will spin but will not raise up aned engage, I have put new ends on the ele connections even purchased a new starter..Going crazy here..Any other suggestions?

Have your battery load tested, regardless of age.

Definately sounds like low voltage to the starter
