Tilt/trim Hydraulic problem

The problem - tilt/trim will go down but not up. It's a hydraulic issue as the motor will run in proper direction when up/down switch is engaged.

There are no leaks and the reservoir is full. Evinrude T/T unit is stamped HYB-5001 with a date code of 9/84. Outboard is a 1984 50 hp.

1st question - What's the most likely cause of this problem? I'm thinking something in the pump valve body/gear cage assembly has failed. If so, that assembly doesn't seem to be available from any source including Ebay.

2nd question - Assuming parts aren't available to repair this unit, what's my best options on replacing the motor/pump assembly?

Update

Disassembled the pump. Cleaned it up but didn't find any obvious problems. I'm now thinking it may be the trim cylinder that's gone bad.

Any ideas on removal/repair of the cylinder???
