Timing set up AQ171C

Teeth in belt broke after 300 hours at idle. Bore scoped and no damage seen. I tore down everything as outlined in Clymer manual. States TDC is 0 for #1 cylinder, with valve gear marks aligned with groove in cam gears and marks on valve cover. After sliding the belt on, all spins but no compression. Took off belt, rotated crankshaft 180 degrees, aligned cam gears with valve cover marks, put belt on and still no compression....timng belt has the 2 marks that line up perfectly on the cams but not sure about the double white mark and the other single mark...if I flip the belt (clock wise vs counter clockwise)...I see no correlation for the other marks....am I missing something?
Manual indicates that the circle depression on the front of the crank shaft pulley lines up with small "fin" on front of engine block in one picture and another picture has grove cut on pulley at 0 degrees on harmony damper, which has to come off to replace belt so you have to put it back on to see allignment. Actually, both the depresses circle and the groove line up as shown...still no compression.

Should I pull the valve cover to see if valves are seated on #1 at TDC? Should I advance the cam gears a bit clock wise off the algnment marks? This is all based on my assumption # 1 is the front cylinder by the gears and pulleys...the pictures are not too detailed as to where front-stern is located.

As you can see I am stumped and the local marina mechanic said it's been 25 years since he worked on this engine....help!
