alarm beeps and stays on

I have a 97 Mercury big foot 60 HP the alarm at the control box beeps when you turn the key to the on position and does not quit (short beeps) even if motor has not been started yet

I believe short beeps indicates low oil pressure, while a continuous beep is high water temperature alarm.
