Help only 4400rpm on 40 hp

After replacing my stator and coils she only runs at 4400 rpm WOT, before the stator went bad I was getting 5000+ rpm the compression is 140 on both cyls. carb/fuel pump has been rebuilt. ive tried the timing @32 static WOT where it seems to run best (and what the manul says). Any ideas
