The internal electronics are not testable with an ohmmeter unless the unit it disected (rendering it useless)
The methodology for testing power packs is :
-Give it a appropriate charge voltage
-give it a appropriate trigger
-give it a good coil to energize
-no ground to kill circuit
If it doesn't function with the above.....change it
