25 hp mercury problem

I have a 1988 25 mercury. For the last 3 years I have a periodic problem with the motor bogging down. I have recently bought a new tank and hose, installed a fuel pump kit and all gaskets, cleaned the carb, etc. Went on a fishing trip this last week and had the problem immediately. Hit the gas and it would bog down. I got about 7 mph. After a few minutes, the motor sputtered a little and took off, Top end around 25 mph. This occurred a few times during the first day. The 2nd day the motor ran fine all day long. On day 3, I started the motor, but noticed it was idling at a very high rpm and there was a lot of gas in the water. I removed the cover and noticed the screw and spring from the bowl were sitting in the engine. I pulled the carb and replace the spring and screw, but I could not find the ball bearing that goes onto the end of the spring. The engine started, but the old problem was back. Could this be a float problem or something else.

Hi,

It could be, but you need the ball for it to even think about running right.
I would run an ing test on it when it is not working right.
