Default Powerhead? Advice Needed: 96 200HP OP Evinrude

1996 Evinrude 200HP Ocean Pro. Probably 1200 hours on it. Goes long periods with no usage.

Took boat/motor in to get a prop shaft seal replaced. Upon their advice, got the '2 year check up' done.

That has turned into them telling me I have low compression on #2 cylinder, scoring on the cylinder walls, a suspected broken ring most likely, etc.

ESTIMATING $8200.00 bill including other stuff that I didn't ask for (such as rebuilding carbs).

(Motor was 'running fine' on run over to repair shop, but I DID notice a 'puff/cough' on idle pulling into their dock area. Was fairly consistent on what could very well have been a single cylinder. I did not notice a 'skip/miss' at higher RPMs, but maybe it was being covered up.)

I'll see how it runs on the run back home when they get it so I can pick it up. I'm certainly hoping it runs the same going back as it did coming.

My QUESTIONS (that I need some serious advice):

-Based on usage, I'm going to struggle justifying spending $16-18K to repower this boat, so I'm going to have to look at repair.
-I've seen powerheads online for $2000-3300 for this motor.
-Are rebuilt powerheads the way to go?
-or should I try to find a shop that can work with that one cylinder?
-or should I have my own powerhead rebuilt?
-Are there any other suggestions that you might have?

Thanks for your help. Motor has been problem free for 13 years. Hate to have to go into it now, but such is life.

$8200 is incredibly steep. Check the compression yourself. Borrow a boroscope and check that yourself as well. You may still have a problem but it sounds like someone is trying to line up some winter work. If everything is OK you might be able to get away with reringing that cylinder with just a hone job. Even if you do have to bore, that's just a piston, rings, bore job. Certainly not $8200 !!!!!!!
