Throttle On 1972 Evinrude 9.5 Hp.

I Rebuilt The Carb, New Lines, Plugs, Gas. Runs Great. My Problem Is That I Can't Move The Throttle Past The Start Setting When In Neutral. So Its Hard To Rev It Up When You 1st Start As It Can Only Run In Slow Or Idel.
I Have Adjusted The Setting On The Outside Of The Tiller As Far As I Can. I Can Put It In The Start Position, But Can't Increase The Speed In Neutral, Throttle Linkagge Hit The Pin On The Gear Setting.
I've Taken The Tiller Gear Shaft Out And Tried Different Positions But Still Can't Get It.

Aren't You Supposed To Be Able To Have Full Range In Neutral?

It's functioning normally. There's a mechanical stop that prevents you from throttling up full while in neutral. You really don't want to throttle up full in neutral anyway. Full throttle w/o a load = bad.

As above - normal - safety feature. 2 strokes can suffer run away when not loaded. Throttle locks in neutral to prevent this. Unlocks in gear.
Also prevents burning up an impeller from revving up on a garden hose.

and don't run this on a garden hose, garbage can full of water or rain barrel.
