Honda 40 ongoing RPM problems

Okay, so I have a Honda 40 on a 20 foot pontoon. The motor is a 1999 as is the boat.

With an 11 pitch prop, I was running 3100 rpms. The motor starts well and idles fine. There is a dead spot in the throttle around 2000 rpms. I thought I was overpropped. I bought a four blade 12 by 8. Now my max rpms are around 2800?

I have no idea what is wrong. Am I dropping a cylinder? Maybe a carb problem with a high speed jet or something?

A general health check is the first order of buisiness.Compression,ignition output,and a fuel sample.If none of that looks bad ,and pay close attention to that fuel sample,you have now narrowed it down to a likely carb issue.As the plugs come out to accomplish the compression check,look at them carefully and note any different appearance between the three.That ought to get you started.
