90 HP 4S Throttle Operation

I have a 2007 90 HP 4S Merc and have a question about throttle operation. If you go from Neutral to WOT the throttle control makes a 90 degree arc. In the first 60 degrees up from neutral there is very little throttle advance, and from 60 to 90 degrees, you'll go from 1800 to 5500 RPM. Even the slightest throttle adjustment in that last 30 degrees makes makes a huge difference in speed and the boat lurches unless you tweak the throttle ever so slightly. If anyone is standing or even seated, they're thrown forward or back. Is this normal throttle operation? If not, how do I adjust the cables for a more even run-up from idle to WOT?
