i have replaced the impeller and have checked the water passage through the engine but when lower unit installed - there is no water coming out of the pee port

Hi,

Are you sure you got the water tube in the rubber grommets.
Is the tell tale hose plugged with something?
There is a brass plug in the back water jacket that you could take out and run the engine for a little bit to see if it is filling the block.
