Depends on the year. If it truly is in the 1970's, there is a pin in the drive shaft that must be aligned with a slot before it can come down. Do this:
1. Remove spark plugs
2. Slowly rotate flywheel while attempting to pull lower unit down. When the pin aligns, it will come down a bit. STOP TURNING.
3. Now look in the gap where it came down and you will see the shift rod connector. Remove one of the screws and the gearcase will come on off.
4. Once it is off, make note of the positon of the drive shaft pin so you can put it back in the same position. DO NOT rotate the flywheel while the lower unit is off for the same reason. That will minimize the jiggle and fuss required to get it realigned.
If it actually is in the early 1960's, the powerhead has to be removed to disconnect the shift rod.
You aren't the first one to unnecessarily take the gearcase apart. Heh, heh.
