replace switch box in pairs?

1 of 2 switch boxes are bad. Should I replace both? If it is okay to switch one can I replace it with aftermarket and leave the original merc unit in?

Engine is an 82 inline 6

It is recommended that both be replaced at the same time as there are changes made to them over the years.
