2003 lower unit removal

I have a 2003 mercury 90 hp. It looses power after it warms up. I have rebuilt the fuel pump, new inline filter, and checked all my fuel fittings. I am thinking, and I could be wrong, that my water pump or impeller need to be changed. So I bought a water pump kit, but after removing all bolts on the lower unit can't seem to get it to drop./ Any help would be greatly appreciated.

Did you miss bolt under anode fin? Unbolt the fin then look underneath my 75hp had one. Unhook shift cable, the unit should slide straight down be sure to catch it!!

Thank's for the reply, got the lower unit off, already had all bolts out, but the dowel pins were saltwater corroded, just took a wood block and 5 lb sledge, and a whole lot of penetrating oil.

Still loses power after running about 10 minutes. Great coming out of the gate, but after engine gets warm, starts to surge and won't run but 4000 rpm. Usually runs at 5500 rpm, when all is well. Now I just don't know.
