Is there something wrong with my 25hp fuel pump?

I have a mid-80s 25hp 2 stroke mercury outboard that whose power dips down occasionally, especially at higher rpms. If I manually pump gas from the primer on the gas line, I can fix the situation and maintain a fairly constant power level. Obviously, this is a bandaid. Fuel line has been replaced, new tank, and I just put 93 octane gas in. I feel like this must be a fuel pump problem. Any help would be most appreciated, especially if there are other factors at play in getting enough fuel to the engine.
