When running on the hose, and even in the water at low speed, the motor runs quiet and smooth. But once the RPM pick up and approach WOT, it starts to have a whining noise and won't get up to speed. Feels almost as if it's slipping somewhat...but not a prop slip.
The motor has <20 hours of pure freshwater use and has never been abused.
Could be a bearing. Someone else here reported that their Mercury had a bearing failure on the same model due to low gear oil level. There was a service bulletin awhile back to caution dealers to check them before they were delivered.

My answers are like Zen...It may not be the answer you want, but it is generally the answer you need.
My Three Rules:
1) Look in your service manual first.
2) Have basic mechanical skill.
3) If you are confused, take your engine into a dealer.
Well...I'm actually looking into purchasing this motor. The seller is a friend of mine who's willing to give it up for $800. Is it worth taking the chance?
Keep the opinions of what it is coming...
Here's the description of the issue, again:

I have the EXACT same issue with a Tohatsu 2 stroke 18HP engine. Did you ever resolve it? I'm hoping that you have an answer. I'm in the bahamas and it's hard to get decent diagnosis and even harder to get parts so I'd really like to get to the bottom of the problem if possible. Thanks in advance if you are able to help.
