Exactly what it says, it is for running in shallow water. Tilt the motor up, flip the shallow water thing down, and let the motor down against it. It holds the motor partially tilted so your prop doesn't dredge a new channel. It is for slow speed only. Does it work??? Sort of. So does a push pole.

That is how I was envisioning it playing around with the handle while in the driveway.

<Sort of> is a good description. The bar lifts up into place. Anything that causes the drive to rock off the bar also lets it drop back down. Kind of pointless.
