The motor has gas coming out of bottom of it. it also has very little speed any ideas on what can cause this

Gas coming out where, exhaust, carb? If it is flooding it will not rev up.

Unburned fuel draining out of the lower unit is normal. This is not a fuel efficient engine and there's lots of unused fuel that drains out when you tilt the motor or pull it out of the water especially if you idle around before stopping the engine.
Why too little speed? Could be a lot of things from a dirty carb, plugged high speed orifice, carb & ignition not linked and sync'd, low compression, bad gas, heavy boat, dirty hull, anchor still down......need more information.

The usual most common cause for lack of power is not running on all four cylinders. That is further verified by the excess gas you see drooling out the bottom. If it isn't being burned in the cylinders, it goes out the exhaust. As already said, there are a number of reasons why it isn't firing. You need to do some troubleshooting to figure it out. Start with compression and spark tests.
