Looking to purchase a boat but no paper work

The guy selling the boat story is he bought it from a guy who bought it from an estate sale. The estate didn't provide any paper work.
The boat was registered in NY and meets all the requirements for having a title.
Has anyone been in situation before? What is the procedure?
I did call the CG with the VIN and it has not been reported stolen.

What is the law in your area, some states do not require a title for boats under a certain length. also, call your local DMV or where ever you register a boat and ask them what to do about abandoned boats for aquiring a lost title, if they will even consider a boat abandoned since the title is some where with somebodys name on it.
