i have a 1995 25 hp yamaha outboard that i have recently put a new water pump in and when i went to put the lower unit back on the shifter acts as though its stuck it wont shift out of forward or into neutral or reverse. the shift rod on the lower unit will not move up or down manually with the unit off the motor either ? Can anyone tell me why this is happening.
