So many variables, it's hard to say. Depends on the condition of the engine, the hull, load, wind, water, and on and on. What's most important is to ascertain if the engine is running in the proper rpm range with the prop you've got. I'm not sure what the ideal rpms at wide open throttle (WOT) for that engine is but if you check out the appropriate repair thread on this forum, someone will no doubt know.
As for the best rpm to run -- that also depends. Myself, I tend to get up on plane, then pull back to cruise about 3800-4000. That's good for about a 25 mph easy cruise. My Yammy does about 5600 rpm wide open at about 42 mph. But's it's only a 90.
