Not Going Fast Enough

i just recently bought a 2350 fishmaster 1999 that came with a 1999 mercury 250efi, and for some reason it wont go past 4000 rpm, and only tops out at 42mph on gps, my old 18 footer went faster than that!!!, could someone tell me some suggestions on what the problem is, and how to correct it, thank you very much, and I appreciate all the help i can get.

Depends on if the tach is wrong.Check that.What size prop can make a difference. You didn't say what size you have.Also how heavy a boat you have,how much you have on board,how much fuel etc.
If your tach is right then the prop is probably wrong. J
