Should one exhaust riser be hotter than the other?

'01 FW H210 5.7 GSI V-DP

Starboard riser hotter to the touch than port. I loosened the band clamps on that side and got water spraying out so water is getting there. I just re-engined the boat and reused the exhaust manifolds, etc. They only had 84 hours on them and looked good on the inside. I blew them out with air and installed new gaskets. Any ideas?
