I have a 1979 Mercury 9.8hp outboard. It has the Tillotson carb. It starts easy, can get it to idle well, and in neutral revs up through the RPM's nicely. But, when in gear, with the throttle wide open it only will go through about half the range of rpms and in turn gets no speed. I have new spark plugs, new wires, new fuel line system with new bulb, and made sure the fuel line inside the cowling is clear. My next guess would be something with fuel pump/carb? Should I get a kit and replace seals or buy new carb? I think that carb incorporates the fuel pump as part of the assembly. What should I do?
