88' 25hp Dual Carb//pilot Screw Adjustment

My Manual Calls For Seating Pilot Screws Lightly, And Then Backing Them Out 1.25--2.75 Turns. That Is A 1.5 Difference.
Can Anyone Simplify This Procedure For Me..
I Will Be Running Engine In A Tank.
How Can You Tell When Both Screws Are Adjusted Correctly.
