This is a 1996 MerCruiser 3.0 L LX, new to me. It has a rough idle and makes a "puffing" sound, like maybe a cylinder is missing? The video shows how the motor looks and sounds (... and one very unlucky spider):

I don't know much about the maintenance history, but I could find out. I do know that it has been run on the water in this condition. I'm hoping a basic tune-up will do the trick... but if it's more serious I don't want to pour money into this.
I have been around outboards most of my life, but his is my first I/O. I now have the service manual (thanks to your adults-only thread), and I am willing to tinker. Where do I need to start?
