25hp outboard stater

hey everyone new to the site...just given a 70's era 257ha that belonged to gramps and really want to get her going again-problem is when i put 12v to it the starter moter spins counterclockwise?yet the only way to get the bendix to engage would be to spin clockwise...so any ideas what may be going on here-have heard that if the starter was rebuilt it could have been done wrong and reversed the workings;but it just doesnt stand to reason that my gramps would have let that happen and not corrected it long ago---anyone please help

I read somewhere on here that the top assembly of a starter may be put on oppositely of what is proper, causing a reversal of polarity which results in the pinion gear spinning clockwise, and the flywheel thereby spinning counterclock-wise - maybe check that - believe that was written in context of Evinrude....
