Holley Carb Help

Ok, I have this holley carb, that the PO told me is marine. It is a rebuild from national carb. Their sticker says NCI-80551 Which translates to a marine carb. Under the sticker is the holley list # of 80457-3 which does not translate to a marine carb. I have ordered a new one, but in the mean time, I have this interesting problem that I would like to solve. It leaks gas out of the secondary vacuum pot. Any ideas what would cause this? When I took the carb apart there was some crud in the secondary fuel inlet, And when I was trying to get the boat started, gas would drip from the secondaries when cranking. I'm not using this carb on the boat anymore, but would like to know what the cause was. Any Holley experts out there?

Well, yes, I think. The shaft the connects to the diaphram is where the leak is.
