fuel/oil exhust to water in neutral (33hp seahorse)

I am running a 1966 33hp Johnson Seahorse. The engine runs great at all speeds. My only issue is when the engine is in neutral a very large amount of unburned fuel and oil begins to exhaust into the water. Running the engine at a slow a speed as possible and doing little tight circles I can see no fuel/oil mix. however about 5 seconds after i put it in neutral hundreds of huge globlets of fuel/oil mix float to the surface and create a massive rainbow slick.

I have rebuilt the carb and replaced all of the seals in the lower leg. I have checked the diaphragm in the fuel pump as well as the coils and points and everything is in great shape.

Any thoughts on what it could be?

time to give you motor an enema. a decarb will break up all the old built up carbon, and stuff, in the motor and exhaust housing.

Decarb, take a can of seafoam put 3/4 of it in the gas tank, with only 1 gallon of premixed gas. put the rest in a spray bottle. start the engine, and let it come up to temperature. then remove plugs, and them some real good shot of seafoam into the cylinders, replace plugs, let sit 15 minutes. restart, and spray the rest of the seafoam into the carbs, so the the motor almost stalls, wait and repeat until the seafoam is gone.then take for a wide open spin. then put in new plugs, ad premixed gas to the tank, and take it for a wide open throttle spin. it is going to smoke like a house on fire, during this process.

Whats actually going on in the engine? How is carbon build up going to allow unburned fuel/oil to flow into the water in nuetral while everything seems fine in gear?

Im a little nervous that the other boater wont appreciate the whole "smoke like a house on fire" aspect of the fix. So id like to understand it a little more before i give it a shot.
