1977 75hp Johnson trouble starting in water?

The 1st time this happened I had just replaced the power pack. At home I hooked up the muffs and started right up and ran fine. Later that day I took it to the ramp. Once again started right up. I was letting it sit there and warm up for about 3 mins., then all of the sudden it dies. Tried starting it in the water for about 5-10 mins and acted like it wasn't even trying to fire. So I pulled the boat out of the water to check spark. I did have spark so I put the plug back in and it started out of the water (without tilting motor). I put it back in the water and it started again. I hurry up and unhooked from trailer and took off for a 5 min. ride while my buddy parked the truck. Everything was working fine. I took it for a 20 min. ride to my fishing spot and shut it off for about 45 mins. to an hour while we fished. Tried to start the motor but would not start. I do not have hydraulic tilt/trim so I tilted the motor manually out of the water, turned the key and fired right up. I dropped the motor and headed straight for the ramp.

I've taken it out 2 more times and the same thing happened both times. It would run fine until I let it sit for 15-20mins., then I had to tilt the motor out of the water to get to start.
