I am not familar with the motor, but the procedures pretty much the same for most small engines. First off, make sure the carb is clean. It might need to be rebuilt, I don't know, you know the engines history. IE was it run out of fuel last year, before you put it away. Did you "fog it". Did you run it with old gas this year etc etc. Assuming it doesn't need a rebuild, then make sure the fuel system IS clean. Check the fuel pump, hose, tank etc. Look for cracked lines, dirty fuel screen/filter air box etc. Once you know the system is clean, and air leak free, then warm the engine up. You can do this part on muffs, or in a tank.
Screw in the low speed jet, untill it gently bottoms out. Then turn it out 1 1/2 turns. Now on this motor I am not sure if it has a fixed high speed jet, or not.
So assuming the high speed jet is fixed, in idle adjust the low speed jet, through the running range, ie turn it out, untill it just sputters, (turn a 1/4 turn, wait a few seconds, see what happens), next go the other way, again, untill it just dies. Now back it out, untill you can get it to idle as low as possible. Thats about as far as you can go, untill you get on a lake. Once your on a lake, use the same procedure, only at low rpm, in forward. Adjust the jet untill it will idle smooth. Then try a hole shot. if it goes good, fine, if it bogs out too much, slightly ritchen the mixture by 1/8 turns, (CCW) I think on yours. I might be wrong, on this, since I again don't know the motor, so If I missed something, I am sure someone here will correct it.
