1977 35hp LU shifting problem

Hi Im new to this site and to boating. But I am fairly handy around tools.
I have had my hands full getting this engine running but finally it runs.
I noticed when it ran the water stream from my TT it was low or just steamy.
Following threads in the forums it pointed to the water pump impeller.
So I droped (not really) the lu and went to replace the impeller. when I got it back together and started I had great water flow but the prop was spinning. I took the shift lever and moved it to the forward position and it stopped spinning. It will move between fwd(no prop spin) and Net(prop spin)but won't go any farther like into reverse. From looking at seloc manual do I need to rebuild the LU? It looks complicated and needs special tools.
or should I take a loss and get rid of this thing.....:confused:

My guess would be the shift rod is not connected properly. Check the shift rod connector.

did anyone one turn the shift rod while the lower unit was off. if so the length of the rod has been changed, and it will effect the shifting.
