30hp won't go in gear.

I have a eairly 90's 30 hp johnson that wont go in gear. foward or reverse.
When the controls is put in the foward position, it sounds like the engine clicks in foward gear but the prop wont spin. I can turn the prop by hand when it is engaged in gear but the engine is off. foward and reverse.

Also the motor fell over when off the boat and the shift lever on the side got damaged so this could be the problem. It is all back together now but still wont go in gear.
