Why Merc 10HP warm engine needs choke to start ??

New plugs, cleaned carb, and now will not start unless choked 2/3rds with fast idle. Then can turn down idle and idles not bad. Should air screw be 1 1/4 turns back from full position?

Anything else I can do??
