Check out the Australian Mazda3 specifications page. Under the "dimensions" tab you will see a tow rating of 900 kg with trailer brakes and 500 kg without. The difference between the Australian and North American versions? Marketing.

If your car is still under warranty, you'd best follow the manual to keep it that way. Otherwise, you should be just fine if "this" is a single PWC or a small aluminum fishing / utility boat. If "this" is a double PWC trailer or small outboard runabout, you will need trailer brakes and you will want to select your launch ramps carefully (paved and not too steep). If "this" is any bigger (over 2000 lb fully loaded with all of the fuel and gear you'd ever want to take), then find a bigger tow vehicle.
