Unhappy Yamaha 200 Stuck throttles/ control box

I have a 1991 Proline with 200 hp V6 outboard w/ 9.9 yamaha 4 stroke kicker. Everything worked fine when I put the boat away in February. Last month, cleaned everything up and got her cranked, no problem. Put in the water and couldn't get the main throttle to advance beyond halfway all day. We were limited to about 10 mph, but made it work. Started up the kicker, but could not get it into gear. I took the cover off the control box and found the "black retangle shaped" piece that moves up and down to translate the throttle movement to the cable, to be stuck in the down position on the kicker motor. I'm pretty handy, but haven't done a lot of boat repair. Any help would be greatly appreciated. My wife says we can't afford any boat repairs right now......:

probably salt, sand, dirt, corrosion. maybe some penetrating oil overnight, wash it out with fresh water, get it freed up. at the end of the season not a bad idea to spray the entire motor inside and out with WD-40. if your cables are frozen up, may have to replace them. I run just in fresh water so don't have the issues that the salt water motors have. Good Luck!

I sprayed control box with liquid wrench /WD40 with no help. Didn't seem that dirty or crusty in there. I loosened entire control box to view cables. All looks normal. I unhooked the stuck cable to the kicker motor and the motor valves moved fine. I still could not budge the cable. With the kicker cable still disconnected, I tried to advance the 200hp throttle and still only got about halfway with it. It just seems very strange that both throttle cables would fail/jam at the same time. It would seem logical that something might be wrong with the control box, but it looks normal. Are there any electrical solenoids or safety switches that might cause a problem?? Does there need to be electrical power on when I'm trying to move the throttles? I don't recall having to have it on in the past. Thanks again.
