I have a 1997 Johnson 150 Fast Strike. I has set in a garage for a year or two according to previous owner. Crank battery is new and fully charged and the boat has a full tank of gas and oil. I have pulled the plugs and placed them back on the plug wires and tried to start the motor. There was no fire being transfered through the plug on either side. I am curious what it could be?? Is it the power packs or possibly the starter?? Any words of wisdom would be greatly appreciated!!

Not sure if this will help but were the plugs grounded or just hanging in the wire? you might have to groung the side of the plug to the motor not sure though. Also if you have saftey plug like i do on my outboard In case i get tossed overboard It has to be depressed or it acts like a kill switch to the plugs

You have to ground the plug electrode to the block to check spark correctly. I use an old, good plug with the electrode bent aways out...good blue spark should jump a 1/4 inch gap with no problem. Check the kill switch, too, as smokey says.

Okay I have fire from the spark plugs on both sides after grounding the plugs. My next guess is to make sure the motor is receiving fuel through the fuel line or maybe the carborator needs to be cleaned?! Any other options or am I on the right track?

There is a very good chance that the carbs are varnished. Since it has been sitting for a year or more. I would not keep trying to keep starting it until you check the carbs and rebuild them. my guess is you are cranking and cranking that motor which is getting that starter good and hot and will eventually destroy the brushes in the starter. So, I think if it were me, I would get the motor in a condition that I was confident it should start, before coninuing. There is a thread on this site with a procedure you can follow for starting a motor that has been sitting. I'm sure somebody can provide you with a link, for some reason my "search" function is not working right now. Good Luck
