1989 30hp evinrude problem

ok the motor idles and runs fine but when i open the throttle all the way it does not throttle up all the way only about half way with the throttle flap all the way open. i have tried a 1/4 turn each time on the adjustment on the throttle all the way around both ways but it doesnt make much of a difference. i had it up on plain today for about 5 mins and then it slowed down with the throttle pinned and never got it up again. i checked the fuel pump that is fine.

I need some suggesttions please?????
