Evinrude 150 FICHT has no power

The motor is on a 21' 1997 Javelin. I will start right up, but idles rough and has half the power it used to. It will barely plane the boat out at WOT. If won't even rev past 3K under a load, but will rev up fine in neutral. I had my dad drive and hold it to the floor and I pumped the inline bulb and it takes right off like it should. Then after you quit pumping the bulb it goes back to no power. We brought it home and pulled to cover to find oil all over the air filter and intake. There is literally oil dripping out of the intake for each cylinder one side worse than the other. We pulled the fuel filter and its clean. The pump runs when you turn the key on but runs for probably 15-20 seconds then shuts off. I'm thinking it's the fuel pump but could be wrong. What do you guys think?

I forgot to add after taking it out once we put new plugs in it. The old ones were gray/black as can be with carbon.
