Help starting new 4.3 engine

I rebuilt the 4.3 GS (volvo Penta, 1996), 4 barrel carburetor.

It won't start and I'm suspecting timing. I put timing light on #1 plug and moved dist and set at several spots between +10 and -10 degrees, still no start. I am looking at timing while cranking starter. Is there a better way to set initial timing? Am I missing something that should be jumpered when looking as timing. I don't think this has an ECM controllinbg timing. Distributor only has 2 wires going to it (other than coil and plug wires.) Where are ECM's mounted in boats? and what do they look like? 18ft glastron 1996.

there are many things that can cause your problem The first thing you do is check for oil pressure with out that it will not start did you prime the oiling system etc if not pull the coil wire and crank over till you see at least 30 to 40 lbs oil pressure so the the low pressure sensors are not shutting you down let me know how your making out
