mercury 70 1983 overheating

hi everyone im new 2 the boating business i have a mercury 70 hp 2 stroke 3 cylinder which has supposidly been serviced by a marine services with a new impellor but seems to be overheating. The engine will pump water at idle and at low load will run ok, but at high load i.e towing after a 30 secs to a min it will start throwing steam out instead of water any ideas compression test shows from flywheel first 135,140,140psi with the 135 fouling with a black carbon deposit
