1999 Mercury 115 2+2

Weird situation going in with our 99 Merc 115hp 2+2...we really haven't used the
Boat all that often over the last season, but we disconnected the fuel line last time and
Let the fuel run out...
Anyways the last two times out we have had some issues...initially the motor starts great and runs great while getting to our spot..the problems comes after we shut the motor off....if it sits for a few mintues it is nearly impossible to start..we really have to work ti get it started and when we do, we have to put the motor in "nuetral" and run at high RPM...at this point it smokes like crazy, but after 10 seconds its all good and
Runs back OK...

We notices last year it was running a little rough in nuetral...any thoughts...bad, dirty carbs...
Maybe to much oil getting in?? Starting to get frustrated, maybe bad fuel, it should be noted that we havent used the boat much the last couple of seasons, but the plugs were pulled and cleaned...

I have been thinking about it, does something like this occur maybe due to bad or dirty fuel?

It could be a stuck carb float. Try tapping on the carb bowls with a wooden dowel so see if you can free it up.
