Default 1975 evinrude 115 cooling troubleshoot question

While the motor is running in a bucket, if I disconnect one of the hoses in the back which go to the vernatherm box, should'nt water be comming out of there almost immediately? I am thinking yes and if so I messed up the impeller. There is no blockage between the heads, I know that. Thanks

Anyone, please.
Since this posting yesterday I dropped the lower unit and checked the impeller. the key almost looks a bit shallow for the impeller and might be slipping. I put it back together and same problem, no water out of the hoses before the vernatherm.

Shouldnt water come out of the hoses almost immediately?

Sorry for the extra post but I am just going to replace the impeller today again (50.00) unless I hear different.
Thanks

It may take 15 or 20 seconds for water to appear. It has to fill up all the water cavities first.
