How to drop lower unit 1991 25hp merc

I took 4 bolts out but it will only drop an inch. What is holding it up and how to i get it off? I think it may be the long rod that is attached somewhere? Thanks in advance.

Im trying to change impeller. Also is there steps to put it back togehter regarding the drive shaft

Hey I just did mine also you have to remove a pin @ the top of the small shaft
on the left side under carb. Then she comes all the way out, when you put it back in you might have to pull the cord to rotate the motor to get it all the way back in I had to. I have a pull start 1991 25hp 2-stroke.
