I have a 2002 Mercury 40 hp ELPT that is having problems with the power trim. The trim goes up just fine, but going down it gets stuck in the same spot every time which isn't even in the water. When pushing the down button it makes the same noise as it does when it goes up, but there isn't any movement. What could be the problem?
