250 oceanpro 3000 max rpms

I have a 2001 250hp Oceanpro on a 22' Angler center console. Last season I had the head gaskets replaced, new fuel filter, water pump, water fuel seperator, spark plugs, thermastats, and gear oil. This season at WOT its maxed out at 3000rpm's at 39mph. Last season WOT was 5200rpm at 45 mph. It idles smooth at 1000 rpm's in the water and cranks right up everytime. It comes out of the hole quickly and runs strong and steady at 3000rpm. I just can't figure out why the low rpm's. Also, my lower unit makes a clicking sound out of gear when I rotate it by hand. The gear oil looks good except for some metal fuzz on the drain plug magnet.
Any advice would be appreciated.

Are you sure about your numbers? 39 mph @ 3000 rpm and 45 mph @ 5200 don?t jive. That?s only a 112% increase in speed with a 173% increase in RPM.

I don't know about prop slip, its all black magic to me if I can't whack it with a hammer.

On the gear clicking, I'd disconnect the shifter cable and see if that silences the click, if yes ...then the cable is out of adjustment.
If the cable is maxed out then they might have stretched beyond usefull length.

If you don't fancy disconnecting the shifter cable try the adjusting wheel where the trunnion block holds the cable end,,,thingy.

I just installed the cables on my 150, takes 45 minutes to figure it out ,
but only 2 minutes to actually adjust.
